Service Publishes Latest Integrated Risk Management Plan
Opinions Sought on Fire Service Plan
People across Herefordshire and Worcestershire are being urged to have their say on the way the Fire Service is set to run over the next few years.During the Hereford & Worcester Fire and Rescue Authority meeting held on June 16, Members heard how its Fire Service intends to improve community safety and remain efficient. Its Integrated Risk Management Plan (IRMP) sets out a broad range of priorities which will be delivered over a three year period.Chief Fire Officer Paul Hayden said: “These proposals have been designed as a ‘balance package’ of measures, meeting both our ambitions to improve community safety whilst meeting the financial realities we face. We know that we have to be efficient following our disappointing government budget settlement this year and our proposals suggest ways in which we can make savings without impacting community safety. However, there are areas in which we need to spend even more money than before, and this money also needs to be found through efficiencies. This balanced package therefore contains proposals for an additional £100k investment in crucial Firefighter training.”
Brigadier Peter Jones, Chairman of the Fire Authority, said: “These are only draft proposals at this stage and that it is why it’s vital to gauge the opinions of our communities and we will amend this plan if necessary following the consultation responses we receive.”
The plan details a number of initial objectives for 2009/10. These include:

  • Adopting a new proposed response standard for fires in buildings and maintain current standards for Road Traffic Collisions - this objective seeks to maintain current standards in urban areas but improve the level of service in our most rural areas.
  • Reducing the Firefighter establishment by 12 posts - that is a reduction of one post from each watch at Redditch, Bromsgrove and Kidderminster, resulting in efficiencies of approximately £420,000 – we are not proposing change to the number of fire fighters who ride on fire appliances. We currently employ eight people on each watch at these stations to ensure that five are available after leave and sickness. Our proposal to reduce this to seven people employed to ensure we have five available would bring us back in line with other stations across the UK.
  • Streamlining back office services to achieve efficiencies of approximately £200,000
  • Review arrangements for the management of leave and improve the management of sickness absence to support the reduction of operational posts.
  • Make an investment of £100k to support the cost of cover of arrangements to enable the release of staff for critical training.
  • Continue to examine further opportunities to deliver efficiency savings and service improvements – including collaboration/combination with another Fire and Rescue Authority.
