Ref: FOI 118/04/19

Thank you for your Freedom of Information Act (FOIA) 2000 request, which was received by Hereford & Worcester Fire and Rescue Service (the Service) on 26 April 2019.

The Service can confirm details as listed below.

  1. What are the net savings made of closing Station 22 Stourport and Station 23 Bewdley based on current costs?
  2. Bid savings were based on the running cost efficiency of closing the older buildings at Stourport, Bewdley and Kidderminster and replacement with a single modern building, the net saving from all these was estimated at £50,000 in 2016 and subject to inflation these estimates are still valid.
  1. What additional costs have been incurred for this project? Have the Service's costs increased compared to the original £3.5 million?
  2. The original estimated scheme cost was £5.9m of which £2.4m was being met by a transformational grant from the government with the Service investing £3.5m in the project (including proceeds from the sale of the vacated sites). The revised scheme budget was increased by £1.4m. This is broken down into the following areas
  • - additional cost of land £0.1m
  • - opportunity to better locate training facilities on the site £0.9m.
  • - additional New Dimensions facilities (£0.4m Funded from government grants received for New Dimensions and the balance from additional borrowing for facilities that would in any case have otherwise be located elsewhere.)

However, following a very competitive tendering process it is now anticipated that the final cost will be significantly less than the revised budget.

  1. Which Services will be using the station as a base?

Hereford and Worcester Fire and Rescue Service, West Mercia Police and Severn Area Rescue Association.

  1. What are the new 10 year incident trends (2008-2018) for the 3 stations (Stourport, Bewdley and Kidderminster)?

The current Incident Recording System (IRS) was introduced by the Department for Communities and Local Government (DCLG) in 2009/10 and data sets for the full year is not held. We have therefore provided a 9 year data analysis from 2010-11 to 2018-19.

Figure 1 attached shows incidents during the 9 year period (2010-11 to 2018-19), and indicates an overall downward trend, with an overall reduction of -6.35%.
