Adrian Thomas's report on the 'Independent review of conditions of service for fire and rescue staff in England', completed in February 2015, identified that ''Fire and Rescue Authorities should be required to provide an annual statement on the use of retained firefighters. Any decision not to use or to cease to use retained firefighters should be communicated in this statement and underpinned with operational evidence provided by the fire and rescue service. This could be provided as part of an annual report on the use of retained and part-time staff.".

In compliance with this recommendation HWFRS is able to provide the following Workforce profile data, which has been extracted from its Community Risk Management Plan 2014-2020, Mid-Point Review 2017-18 that covers both the demographics of our communities in Herefordshire & Worcestershire and also the composition of our workforce, covering wholetime, on-call (retained firefighters), fire control and support staff. This data will be periodically updated and reviewed as and when the Service refreshers its Community Risk Management Plan.
