Dear FOI Team,

Under the Freedom of Information Act 2000, please provide the following information for the most recent full year held by HWFRS.

1. Uniformed Personnel in Office-Based / Non-Operational Roles

For each of the following ranks, please provide the number of personnel whose substantive post is office-based, departmental, administrative or otherwise non-operational (rather than station-based or primarily incident response):

Crew Commander

Watch Commander

Station Manager

Group Manager

Area Manager

ACFO / DCFO / CFO

2. Temporary, Acting-Up or Seconded Posts

For each rank above, please provide:

The number of personnel currently in temporary roles

The number in acting-up roles

The number on temporary promotion

The number seconded into departmental/project roles

The departments or areas they are temporarily assigned to

3. Role Titles and Departments

For all personnel identified in Sections 1 and 2, please provide:

Their job title

The department/team they work in

(e.g., Prevention, Protection, Training, HR, ICT, Fleet, Corporate Services, Fire Safety, Projects, etc.)

4. Operational Competence

For each rank above, please provide:

The number maintaining full operational competence

The number holding Incident Command accreditation (L1, L2, L3)

The number not required to attend incidents as part of their substantive role

The number who have not attended an incident in the most recent year (if recorded)

5. Roles Not Normally Requiring Operational Command

For each rank, please provide the number of personnel whose roles:

Do not regularly involve attending operational incidents

Do not require routine operational or incident command duties

6. Supporting Documentation

If held, please provide any workforce planning, staffing structure, or internal reports showing:

The distribution of uniformed personnel between operational and non-operational posts

The number of temporary or acting roles in each department
