Dear FOI Team,

Under the Freedom of Information Act 2000, please provide the following information for the most recent five full financial years held by HWFRS.

1. Total Cost of Resilience Shifts

For each of the last five years, please provide:

  • The total amount of money spent on resilience shifts
    (i.e., overtime or additional hours used to cover shortfalls such as leave, sickness, training, courses, or unavailability).

2. Breakdown by Duty System

For each year, please provide how resilience shift spending was divided between:

  • Wholetime firefighters
  • Retained/on-call firefighters
  • Any other category used locally

3. Breakdown by Rank (If Held)

For each year, please provide resilience shift spending by rank:

  • Firefighter
  • Crew Commander
  • Watch Commander
  • Station Manager (if applicable)
  • Any other ranks that receive resilience shift payments

4. Number of Shifts / Hours Covered

For each year, please provide:

  • The total number of resilience shifts used
  • Or, if recorded differently, the total number of overtime hours used for resilience cover

5. Policy or Guidance Documents

Please provide:

  • Any current HWFRS policy, procedure or internal definition explaining what constitutes a resilience shift, and when it is used.
