Dear FOI Team,
This is a follow-up to FOI 370 11 25.
In your previous response, you advised that resilience shift spending by rank “is not held in a reportable format.”
As all resilience shift payments are processed through payroll and linked to individual staff members whose rank determines their overtime rate, I would like to request the information in a simplified form.
Under the Freedom of Information Act 2000, please provide the following:
1. Resilience Shift Spending by Rank Group (Last Five Financial Years)
To make the request as straightforward as possible, please group ranks into the following broad categories:
Firefighter
Crew Commander
Watch Commander
Station Manager (or any manager ranks who are eligible for resilience shifts)
Retained/On-Call
Control
If exact ranks cannot be separated, please provide the closest available grouping used internally.
2. Total Resilience Shift Hours by Rank Group
For each financial year, please provide the total number of hours claimed under resilience shifts for the same rank groups.
If hours are not recorded, please confirm how resilience shift duration is stored or calculated.
3. Data Source Information
To understand any limitations, please confirm:
a) Which system resilience shift payments are taken from (e.g., payroll, finance, duty management system).
b) Whether rank is stored as a field within that system.
c) If the data cannot be extracted, please explain the specific reason why the Service is unable to produce a grouped summary using the broad categories listed above.
This request is intentionally simplified and allows grouped totals rather than individual-level data.

We thank you for your request for information, which has been received by Hereford and Worcester Fire and Rescue Service (the Service) and considered under the Freedom of Information Act (FOIA) 2000.
The Service can confirm that the information that you have requested is held and is contained within the attached spreadsheet. This is a manual calculation drawn from separate reports generated by the payroll system. This system lists rank but does not allow for reporting alongside resilience information. Station Commanders do not usually do resilience shifts except for one exceptional circumstance covered in the report.
