Dear Information Governance Team,

I am requesting all information held by HWFRS relating to the planning, consideration, preparation, or discussion of replacing the current officer vehicle fleet in 2026.

This includes, but is not limited to:

Confirmation of whether HWFRS intends, expects, or has planned to replace officer vehicles in 2026.

If so, please state the date when any planning or consideration first began.

What is the proposed date of Volvo fleet replacement.

All emails held by the Fleet Manager, Fleet Department, any department or committee or senior officers referring to:

– the 2026 officer vehicle replacement

– fleet cycle timings

– scoping, reviews, assessments or early-stage planning

– discussions of suitable vehicles, specifications, or replacement options

Any drafts, working documents, spreadsheets, or notes relating to:

– officer vehicle replacement cycles

– operational requirements for officer vehicles

– indicative planning for 2026 replacements

– any mention of replacing Volvo XC60 vehicles

Any justification papers, internal logs, evaluation notes, or requirement documents prepared in anticipation of the 2026 replacement.

Any internal timelines, projected budgets, procurement considerations or preparatory work connected to the 2026 officer vehicle replacement cycle.

If HWFRS holds no information in any of the above categories, please confirm explicitly that no emails, drafts, discussions, planning documents or notes or any document exist relating to the 2026 officer vehicle replacement.

We have conducted an Internal Review of FOI 420 12 25 as requested. Please find our response to your initial request below.

“I am requesting all information held by HWFRS relating to the planning, consideration, preparation, or discussion of replacing the current officer vehicle fleet in 2026.

This includes, but is not limited to:

Confirmation of whether HWFRS intends, expects, or has planned to replace officer vehicles in 2026.

It is the intention to replace officer vehicles in 2026-27 as per the Asset Management Strategy considered by the FRA on 17/12/25 (Available here) and the Fleet Plan considered on 18/02/26, (Available here)

If so, please state the date when any planning or consideration first began.

Fleet replacement is a circular process and the date this was first included in the budget forecast was 13 February 2024.  (Available here)

What is the proposed date of Volvo fleet replacement.

The proposed replacement date is yet to be finalised – it will be some time in the financial year 2026-27.
