Dear Hereford and Worcester Fire and Rescue Service,

Dear Fire and Rescue Service,

I am writing to request access to energy, sustainability and supply chain information under the Freedom of Information Act 2000 and, where applicable, the Environmental Information Regulations 2004 (EIR).

I would like to request the following information:

Energy & Carbon

1.      Do you have a Sustainability Strategy and/or Environmental Policy in place, and how does energy management fit into it?

2.      What was your total carbon footprint in FY24/25, including the breakdown by Scope 1, Scope 2 and Scope 3 emissions?

3.      What was your total energy spend in FY24/25, including separate values for gas (where applicable), electricity and alternate fuels?

4.      What were your average unit rates in £/kWh (gas and electricity) in FY24/25?

5.      Has the organisation received any decarbonisation funding within the last three years?

6.      Is the organisation exploring low-carbon technologies (e.g., heat pumps, solar PV, LED upgrades, battery storage)?

7.      Has the organisation completed any Heat Decarbonisation Plans or feasibility studies for its estate?

Data, Monitoring & Reporting

8.      Do you have an embedded energy manager? If yes, are they an internal employee or an external provider?

9.      What carbon reporting do you have in place, or plan to put in place?

10.     What carbon/energy monitoring systems (e.g., BMS, sub-metering, digital tools) are in place, and how is data monitored?

11.     Do you use any advanced diagnostic tools to monitor real life data to fault detect and optimise operational conditions?

Procurement & Supply Chain

12.     How many suppliers did the organisation work with in FY24/25?

13.     How many suppliers provided a compliant Carbon Reduction Plan (CRP) in FY24/25?

14.     How many suppliers provided a formal Net Zero commitment?

15.     Does the organisation use any system to track supplier compliance with PPN 06/21

1.      Do you have a Sustainability Strategy and/or Environmental Policy in place, and how does energy management fit into it? – Yes, please see the attached policy.
2.      What was your total carbon footprint in FY24/25, including the breakdown by Scope 1, Scope 2 and Scope 3 emissions? – Information is not held.
3.      What was your total energy spend in FY24/25, including separate values for gas (where applicable), electricity and alternate fuels? Please see table below.

5.      Has the organisation received any decarbonisation funding within the last three years? – Yes, through Salix for Electric heating (in lieu of gas/oil) and LED lighting. 
6.      Is the organisation exploring low-carbon technologies (e.g., heat pumps, solar PV, LED upgrades, battery storage)? – Yes, have implemented new PV Silar panels on new build and refurbishment schemes.
7.      Has the organisation completed any Heat Decarbonisation Plans or feasibility studies for its estate? implement – Yes,  have had a specialist consultant report produced on all stations and we are implementing roll-out of initiatives when funds allow over a 5+ year period.

Data, Monitoring & Reporting
8.      Do you have an embedded energy manager? If yes, are they an internal employee or an external provider? – Internal employee and also maintain collaborative approach with partners West Mercia Police
9.      What carbon reporting do you have in place, or plan to put in place? – This is accessed from certain suppliers by West Mercia Police with whom we have an agreement for property and facilities management. Information obtained from supplier dashboards is as and when requested.
10.     What carbon/energy monitoring systems (e.g., BMS, sub-metering, digital tools) are in place, and how is data monitored? – HWFRS are implementing a ‘Genius Hub’ electrical management system for heating and are soon to implement ‘Fuuse’ monitoring for EV charging. 
11.     Do you use any advanced diagnostic tools to monitor real life data to fault detect and optimise operational conditions? – HWFRS have a Service Level Agreement for property and facilities management with the West Mercia Police and Crime Commissioners Office.

12.     How many suppliers did the organisation work with in FY24/25? – HWFRS have a Service Level Agreement for property and facilities management with the West Mercia Police and Crime Commissioners Office
13.     How many suppliers provided a compliant Carbon Reduction Plan (CRP) in FY24/25? As above   

14.     How many suppliers provided a formal Net Zero commitment? As above.   
15.     Does the organisation use any system to track supplier compliance with PPN 06/21 As above.
