Dear HWFRS FOI Team,
Under the Freedom of Information Act 2000, please provide all information held relating to HWFRS’s decision between 2008 and 2012 to replace standard officer cars (e.g., Skoda, Ford) with:
Land Rover Freelander
Land Rover Discovery
Please provide:
All decision-making documents, including procurement papers, reports, business cases, SLB papers, and meeting minutes.
All emails or correspondence between Fleet, Procurement, Senior Leadership Board and Principal Officers regarding the move to 4×4 SUVs.
Any operational evidence used to justify switching from normal vehicles to 4×4 Land Rovers.
Any risk assessments or incident analysis supporting the switch.
Any cost-benefit analysis comparing standard vehicles to 4×4 SUVs.
Any documents or emails where alternative cars (Ford, Skoda, etc.) were evaluated or rejected.
Any financial assessments undertaken before committing to Land Rover fleets.
The job titles and names (where not exempt) of decision-makers involved in approving the change.
Any records that show the emergence of a policy requiring officers to have 4×4 capability during that period.

The Service can confirm that the information that you have requested is held and is contained within the attached documents. No further relevant information from this time period is held as it predates our current systems.
