Dear FOI Team,
Under the Freedom of Information Act 2000, please provide the following information for the last five full years for which HWFRS holds data.
For each of the five years, please provide:
1. Officer Mobilisations
The total number of incident mobilisations for flexi-duty officers, broken down by rank (Station Manager, Group Manager, Area Manager, etc.).
2. Incident Command Levels
For all incidents attended by flexi-duty officers:
The number of incidents recorded as Level 1
The number of incidents recorded as Level 2
The number of incidents recorded as Level 3
(or equivalent internal incident command categorisation)
3. Officer Command Activity
Of the incidents flexi-duty officers attended:
How many incidents they formally took command of, as recorded in incident logs
How many incidents they attended where they did not assume command
4. Mobilised but Not Required
If recorded, for each year please provide:
The number of mobilisations where officers were mobilised but subsequently not required at the incident
5. Supporting Documents
Any annual summary or monitoring report (if held) which records:
Officer attendance levels
Command activity
Mobilisation statistics

We thank you for your request for information, which has been received by Hereford and Worcester Fire and Rescue Service (the Service) and considered under the Freedom of Information Act (FOIA) 2000.
The Service can confirm that the information that you have requested is held and is attached.
Your subsequent requests regarding this response are addressed below:
- the annual number of Level 2 and Level 3 incidents attended by the Service to be identified
Officer attendance by rank is not held in a reportable format within incident reports in the current system, so annual totals of Level 2 and 3 incidents cannot be accurately identified and calculated without a manual data trawl of all incidents. This would exceed the cost limit set out in section 12 of FOIA..
- officer mobilisation activity to be broken down by officer role or rank;
Callsigns are currently not always consistent to rank; for example, on any given day one of the callsigns from A03-A06 could be a Group Commander. There is no record of who has historically held each callsign so accurate information to this effect is not held.
- officer mobilisation to be linked to incident command level;
