Dear FOI Team,

This is a request made under the Freedom of Information Act 2000.

Please provide all recorded information held by Hereford & Worcester Fire and Rescue Service or the Fire Authority between 1 April 2015 and 31 March 2024 that calculates, models, assesses, or discusses the revenue impact of capital expenditure decisions.

This includes, but is not limited to, any documents or spreadsheets that refer to:

• capital financing costs

• Minimum Revenue Provision (MRP)

• interest costs on capital borrowing

• revenue savings arising from appliance or vehicle removal

• “appliance capital finance savings”

• the revenue impact of fleet size, fleet reduction, or fleet replacement

• capital programme slippage resulting in revenue savings

Please include any material:

• used to inform senior management, committees, or the Fire Authority

• setting out assumptions such as asset life, MRP policy, or borrowing rates

• comparing different asset types (e.g. frontline appliances, fleet vehicles, other operational assets)

If no such modelling or analysis is held, please confirm this explicitly.

This request is limited to recorded information already held. I am not seeking new analysis or opinion.
